which is the best and parmanent solution to get rid of deep under eye lines and wrinkles?

i am 22. i have very deep under eye lines and wrinkles at this age. it is so deep that i cannot hide it with make up. can anyone suggest me the best procedure to get rid of it? should i use a anti aging cream? i feel like creams wouldnt help. im thinking of a laser treatment. what do u think?
